David Strejc is an expert in digitalization and innovation in the enterprise environment. His experience with modern technologies and their adoption makes him one of the leading Czech experts on the topic. In this interview we focus on how artificial intelligence (AI) can change the functioning of public administration and what challenges lie ahead.

What do you see as the biggest challenge for today’s public administrations in digitalization?

The biggest challenge is clearly a shift in mindset. We have the technology and many processes are already digitalized, but the key is for people to realize the potential of digitalization. We often run into reluctance to leave established routines and accept change as a positive step.

How specifically can AI help in the public sector?

AI has enormous potential in automating routine tasks. For example, when processing applications, AI can pre‑process documents, sort them, or flag missing information. It also helps with prediction — for example in budget planning, traffic analysis, or identifying areas where services need to be strengthened.

Do you see concrete examples of successful AI adoption in Czech municipalities?

Yes — some municipalities are testing chat assistants for communication with citizens. These assistants can answer basic questions or direct users to the right section of the website. Another example is using AI for infrastructure data management, where systems can analyze the condition of roads or public lighting and propose optimal maintenance.

What are the biggest concerns around AI in your view?

The main concerns are data protection and privacy. It is important to ensure that all data is properly secured and that its use is transparent. Another concern is fear of replacing human work with machines. But AI is not meant to replace officials — rather to free them for more complex tasks where human experience is irreplaceable.

What would you recommend to administrations that want to start with digitalization?

Start with small steps. First identify areas where digitalization can deliver quick value. Involve officials in designing the changes so they understand the benefits. And above all, communicate with citizens — their support is crucial for the success of any project.

How do you see the future of AI in public administration?

Very optimistically. AI will be increasingly integrated into our everyday processes. In the future, I believe AI will not be just a tool, but a partner in decision‑making. Public administrations will be able to provide higher‑quality and more efficient services, which citizens will appreciate.
